Lead the plant's Health, Safety, Environment and Security function. Ensure safe operating conditions across the cement mill, packing plant, dispatch, and site facilities; drive incident-free operations, regulatory/environmental compliance, and effective site security and civil-facility upkeep.

Qualifications

  • Bachelor's degree or equivalent professional qualification in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
  • Recognized HSE certification (e.g., NEBOSH, IOSH, OSHA) is required.
  • Good command of English and Arabic is required

Required Skills, Experience & Qualification

Skill/Experience

  • Minimum eight years of HSE experience in a manufacturing/industrial environment, including at least three years in a supervisory HSE role, preferably in cement or heavy industry.
  • Strong working knowledge of permit-to-work, lockout-tagout, confined-space, working-at-height, and dust/noise/emissions control in a cement grinding environment.
  • Experience conducting incident investigations, risk assessments, HSE audits, and emergency response drills.
  • Experience managing security services and site access control.
  • Strong communication, training/coaching, and reporting skills.

 

Key Responsibilities and Accountabilities

  • Develop and implement the plant HSE plan, procedures, and risk assessments covering the mill, packing, dispatch, workshops, and site facilities.
  • Lead permit-to-work, lockout-tagout, confined-space, hot-work, and working-at-height controls across all operations and contractors.
  • Conduct/oversee regular HSE inspections, audits, and toolbox talks; track closure of findings and corrective actions.
  • Lead investigation of incidents, near-misses, and non-conformances; ensure root-cause analysis and timely corrective action closure.
  • Monitor and report dust, noise, and emissions performance against environmental permit limits; drive mitigation actions.
  • Manage site security operations, access control, and emergency response readiness (fire, first aid, evacuation drills).
  • Oversee minor civil works, housekeeping standards, and facility upkeep through the Civil Assistant.
  • Deliver HSE induction, training, and awareness programs for employees and contractors.
  • Prepare and submit accurate HSE performance reports, statistics, and statutory returns to the Plant Manager and authorities.
